In a letter to Secretary Tillerson, Rep. Engel acknowledged the importance of the United States-Vietnam relationship and underscored the need for demonstrable progress on human rights as bilateral relations strengthen. In particular, Rep. Engel called for the freedom of Nguyen Ngoc Nhu Quynh, a dissident blogger and human rights activist who was arrested and charged with conducting propaganda against the State of Vietnam.
