Washington, DC – Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, today issued the following statement on reports that the Trump administration has enabled DOGE’s dismantling of the Millennium Challenge Corporation (MCC).
“Not content with its performative work to illegally shut down the U.S. Agency for International Development, U.S. Agency for Global Media, U.S. Institute of Peace, U.S. African Development Foundation, and Inter-American Foundation, Trump and Musk's DOGE is now shutting down the Millennium Challenge Corporation—without Congressional consultation or approval and without any evidence of malfeasance or meaningful impact on U.S. deficit reduction, all while giving tax breaks to billionaires.
“An initiative of President George W. Bush, MCC has been a model for cooperative development work and game-changing infrastructure investment for two decades. MCC works to promote global stability and support U.S. economic interests by helping partner countries build stronger economies and infrastructure, ultimately opening new markets for American businesses and investors. At the core of MCC’s mandate are its unique compacts based on agreements between the United States and the partner government around key governance benchmarks. This is not charity—this is partner governments putting skin in the game by co-investing their own resources to achieve life-changing development outcomes that make us all safer.
“MCC has had strong bipartisan support, including through legislation Congress passed in December 2024 to expand its candidate country pool. By allowing the dismantling of MCC and soon abandoning the compacts already made with partner countries, the Trump administration will only further sabotage U.S. global influence and undermine American credibility, deepening concerns around the world that the United States is no longer a reliable partner.”
