Washington, DC – Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, reintroduced two pivotal pieces of legislation aimed at reinforcing sanctions against Russian aggression and U.S. support for Ukraine's sovereignty and safety.
"As Ukraine enters its fourth year fending off Russia's brutal and illegal war of aggression, the U.S. must continue to make clear that Russia's violations of international law and state sovereignty have dire consequences. These bills hold Russia accountable for its efforts to cement the illegal annexation of Crimea through its construction of tunnels and bridges to the peninsula, as well as its continued shelling of the Zaporizhzhia nuclear power plant, which endangers Ukraine and the entire region. Our sanctions must match the strength and urgency of Ukraine's fight for freedom, because what we do now will determine the security of tomorrow."
The "Sanction Russian Nuclear Safety Violators Act of 2025" (H.R. 475) would:

Target individuals and entities who endanger the Zaporizhzhia Nuclear Power Plant, Europe's largest nuclear facility. Russian forces have occupied the site since 2022, raising grave concerns about the plant's stability and Rosatom's involvement. Full bill text can be found here.
The "No Russian Tunnel to Crimea Act" (H.R. 476) would:
- Impose sanctions on any foreign actor who knowingly supports the construction, maintenance, or repair of tunnels or bridges connecting the Russian mainland to Crimea. These infrastructure projects are designed to entrench Russia's illegal annexation and strengthen its military supply routes. Full bill text can be found here.
Both measures include humanitarian exceptions to ensure sanctions do not hinder the delivery of vital aid. The "Sanction Russian Nuclear Safety Violators Act of 2025" and the "No Russian Tunnel to Crimea Act" passed through Committee last Congress.
